TRAI Vodafone Idea Complaint – भारत के telecom sector में customers को अपने network से जोड़ने की competition नई बात नहीं है। Jio, Airtel और Vodafone Idea यानी Vi लगातार बेहतर recharge plans, 5G services, data benefits और promotional offers के जरिए subscribers को attract करने की कोशिश करते हैं। लेकिन इस competition को लेकर अब एक नया विवाद खड़ा हो गया है। Bharti Airtel और Reliance Jio ने Vodafone Idea की कुछ कथित promotional practices को लेकर Telecom Regulatory Authority of India यानी TRAI के सामने शिकायत की है। TRAI Chairman AK Lahoti ने कहा है कि regulator को operators की representations मिली हैं और उनकी जांच की जाएगी।
मामले का मुख्य मुद्दा Mobile Number Portability यानी MNP से जुड़ा है। आरोप है कि Vodafone Idea ने कथित तौर पर ऐसे tariff benefits या offers promote किए जो खास तौर पर दूसरे telecom operators से अपना number port करके Vi network पर आने वाले customers के लिए उपलब्ध थे। Airtel और Jio का कहना है कि किसी rival network के subscriber को port करने के लिए exclusive financial या tariff benefit देना सामान्य pricing differentiation नहीं बल्कि customer churn को सीधे influence करने वाला कदम हो सकता है।
एक operator द्वारा TRAI को 2 सितंबर 2026 को भेजी गई representation में कथित porting-linked promotions को रोकने और संबंधित advertisements, campaigns तथा sales practices को वापस लेने की मांग भी की गई। हालांकि इस stage पर सबसे महत्वपूर्ण बात यह है कि TRAI ने Vodafone Idea को किसी violation का दोषी घोषित नहीं किया है। Regulator फिलहाल मिली शिकायतों और representations को examine कर रहा है।
Vodafone Idea ने भी आरोपों के बीच अपनी position साफ करते हुए कहा है कि कंपनी fair competition में विश्वास करती है और कानून तथा applicable regulations के अनुसार अपना business करती है। Vi ने इस statement में कथित specific porting-linked offers की detail पर सीधे जवाब नहीं दिया।
इस विवाद का असर सिर्फ तीन telecom companies तक सीमित नहीं है। अगर TRAI इस मामले में कोई स्पष्ट direction जारी करता है, तो भविष्य में operators किस तरह नए customers के लिए promotional offers design करते हैं, उस पर भी असर पड़ सकता है। खास तौर पर MNP customers के लिए exclusive discounts या benefits की boundaries और ज्यादा स्पष्ट हो सकती हैं।
TRAI Vodafone Idea Complaint की Complaint क्या है और Why ये Important है?
Airtel और Jio की आपत्ति का केंद्र reportedly ऐसे benefits हैं जो सामान्य Vi customers के बजाय rival operator से number port करके आने वाले users से जुड़े बताए गए हैं। TRAI पहले भी porting के आधार पर discriminatory tariff benefits पर आपत्ति जता चुका है। फिलहाल regulator ने केवल शिकायतों की जांच करने की पुष्टि की है; कोई final finding नहीं दी गई है।

TRAI Chairman AK Lahoti ने अभी यह स्पष्ट नहीं किया है कि regulator तीनों operators को meeting के लिए बुलाएगा, Vi से additional information मांगेगा या कोई formal notice जारी करेगा।
MNP Offers पर TRAI का पुराना Stand क्या रहा है?
यह मुद्दा पहली बार सामने नहीं आया है। TRAI पहले भी ऐसे tariff structures पर विचार कर चुका है जिनमें दूसरे network से port होकर आने वाले subscribers को अलग benefits दिए गए हों। Gadgets Now के मुताबिक regulator ने पिछले मामलों में कहा था कि सिर्फ rival operator से port होकर आने वाले customer को differential tariff देना valid pricing differentiation नहीं माना जा सकता, क्योंकि इसका objective competing network से subscriber churn कराना हो सकता है।
Report में इस position को Telecommunication Tariff Order, 1999 के Clause 10 में मौजूद non-discriminatory tariff principles से जोड़ा गया है। हालांकि वर्तमान मामले में past precedent होने का मतलब यह नहीं है कि Vi ने automatically कोई नियम तोड़ा है। Current complaint के facts और evidence की अलग से जांच जरूरी होगी।
अब TRAI के सामने broadly ये possibilities हो सकती हैं:
